If you do not have a bank account then you cannot have a direct deposit.  If you cannot do a direct deposit of your federal tax refund you cannot have the TurboTax account fees paid from the federal tax refund.  Since you cannot have the fees deducted from the federal tax refund you do not pay fee of $39.99 for that optional service.
You have to pay the TurboTax account fees with a credit card and then you can have a refund check mailed to the address entered on your tax return.
