What you wrote makes no sense. If your federal return was rejected by the IRS, then it has never been filed unless you printed and mailed it. Did you do that? If not, it has not been filed at all--so how would the IRS have sent you a check?
And, if your federal return was rejected, it would be impossible to e-file your state return. Your state would have to be filed by mailing it in an envelope.
So please explain what you actually did in order to file your 2018 federal and state tax returns.
