My father is a current resident in California. He has filed taxes in the US since 2007. For the years 2013 to 2017, he did not realize that California no longer allows Foreign Tax exclusion.
It is 2017, and he received a notice stating that he owes the state of California around 2k dollars for not including the foreign income tax into his gross income.
Since this is only for 2013, he is worried that it will be around 2k for each year since 2013 til 2017.
Is there a way to protest this or deduct the tax somehow? If he can not come up with the money given the amount of time, what will happen to him?

Well firing squads & debtors prison are a thing of the past so all he needs to do is agree with the notice he got if they are correct and get on a payment plan with them. Then he needs to amend the other returns and do the same.
