I have been calling turbo tax and the irs for OVER a year now trying to find out where my 2018 refund is. I STILL HAVEN'T GOTTEN IT. Every time i call i get told something will be done about it and it would have been tracked. If unable to be found I would receive a check in the mail, being told it'd take 90 days I let it be. It's now been more than 90 days. STILL NOTHING. Was supposed to receive it on a card. Now my stimulus check is going to be put on there too?? I want to change my routing information for that so I can get that at least.

Yes, you can change your routing information. Go directly to IRS: Economic Impact Payment Get My Payment Resource to update your details.
If your prior year tax return payment was going to be received on a TurboTax Visa Debit Card, then see below:
If you have access to your Turbo Visa Debit Card: If you have access to your Turbo Visa Debit Card, there is nothing more you need to do. You will be able to immediately use the stimulus funds upon deposit on 4/15. You can sign in to your account to check your balance here: Turbo Debit Card Login
If you no longer have access to your Turbo Visa Debit Card, don’t worry.
You will not be charged for a replacement card or check; standard fees will be waived or refunded to you.
Due to unprecedented traffic they may experience some delays on the site or phone line. We know everyone is anxious to get their stimulus money and we appreciate your patience.
For additional questions, including how to receive a check, Turbo Visa Debit Card site: Turbo Card Stimulus Check.
If the IRS accepted the tax return then calling TurboTax is useless. TurboTax receives NO feedback from the IRS after filing and the IRS will not talk to anyone other than you about your tax return.

**NOTE*** Due to the Corona virus the IRS is operating short staffed. All field offices are closed and some processing centers are all but closed. Any tax return that requires hand processing will probably have long delays. Mailed returns are not being processed at all at this time. Most phone service has been curtailed.
