Federal tax refunds are not entered on a federal tax return.
You don't need to enter Federal tax refunds you received in 2023 on your 2023 return, as DoninGA states above, because they don't represent income.
However, if part of the refund payment you received represented interest, because it was from a prior year or received late, the IRS would report the interest portion to you as income on Form 1099-INT and you would report that interest in the Interest section of the Income area of your return.
