I need to amend a 2024 state tax return through TT online. The state is one that does accept online amendments. I have tried the "Amend (change) return" option several times and although the updated values that I entered are saved and the corrected refund amount displayed on the subsequent pdf, the electronic filing does NOT work. I've also noticed that the pdf of the amended return does not have the "amended" box checked, despite the fact that I navigated through the "Amend (change) return" option and selected the appropriate state return.
Is electronic filing of amended state returns not working at this time? My state does accept electronic filing of amended returns and I have been trying online to amend since 2/15. I have the updated/amended pdf (although it does not have the amended return box checked), yet there is a disconnect between the production of this document and actually filing the amendment.

You can not use TurboTax to E-file your State tax return if you don't file the Federal with us.

If you haven't already, please follow the steps in this help article to amend your state return in TurboTax. Wait to amend your state return until both the federal and state returns have been processed and refunds issued or payment acknowledged.
Assuming you are in North Carolina, TurboTax does support e-filing for your state and the form D-400 Sch AM is available.
Yup - I've done all the steps in your provided link numerous times. The information on the TurboTax website updates and saves, however the e-filing for amended state is not working. All my returns (federal and state) have been accepted. I able to go through the entire amendment process to create an updated, amended state return with a revised pdf showing the changes and the only issue is that the final step to e-file is not working. Are you saying the amended state return won't e-file with my updated information (that I have entered numerous times) until the state has processed my payment? Does TT actually know when that occurs?
A copy of the amended federal return must be included in the e-file of the NC state amended return, per the NC Department of Revenue. If you did not amend your federal return, this is why the e-file option is unavailable. North Carolina requires a copy of amended federal returns even if no changes are being made. See the requirements below from the North Carolina Department of Revenue:
"When filing an amended North Carolina individual income tax return, fill in the "Amended Return" circle located at the top right of Form D-400. Attach Form D-400 Schedule AM to the front of Form D-400. You must attach the following information to your amended return, when applicable, as documentation to support the changes:
Be sure to include a copy of your Federal Form 1040X if you were also required to amend your federal return. Please attach any schedules necessary to support your changes. This would include the following items: a copy of a federal audit report, W-2s and 1099s to verify a change in income tax withheld, NC K-1 to verify tax payments made by a pass-through entity, or Federal Form 1045, including Schedule A and B, if amending as a result of a net operating loss. Note: If you filed forms D-400 Schedule S, D-400 Schedule A, D-400 Schedule PN, D-400 Schedule PN-1, or D-400TC with your original return, you MUST file these forms with your amended return, even if there are no changes to these forms."
