Turbo tax ignores my info from previous year

I've used Turbo Tax for years, so they already have my information from last year and other years. This year, I had difficulty answering all the questions because I was asked to fill a form called "Refunds Received for State/Local Tax Returns." I should not have been presented with this form because it doesn't apply when you have claimed the standard deduction (which I did). Even if it had applied (which it didn't), the information in question was already on my last year's return, which Turbo Tax has. Why would they not fill in this information rather than ask me to find and fill it in? Surely Turbo Tax's software should know when a form is relevant (this is not the only such form I was asked to fill out) but should supply the information themselves when it is in their database, along with all your other info from the previous year. These errors from Turbo Tax created a great deal of complication for me in filling out what is the simplest of all possible returns.

The refund shown on your 2018 state tax return is not necessarily the refund you receive from the state. States often make adjustments to refunds resulting in a different amount than shown on your tax return. If TurboTax automatically entered it, the amount would sometimes be wrong. 

Not sure why TurboTax would not know that you didn't itemize deductions in the previous year if you transferred last years information before you started your 2019 tax return.

That was sort of my point - I wouldn't have had to chase those figures if Turbo Tax had recognized that I didn't itemize my deductions, so I didn't have to fill it out at all.
