I was suppose to receive $1382 for
my refund after turbo tax charges. I received an email from my bank saying a deposit from TPG PRODUCTS SBTPG LLC was made. I checked my balance and they sent me $1069.42 which is $312.58 less then what I was suppose to get. Who do I talk to about fixing this.

Please see this Help Article for possible reasons as to why your refund was less than expected.
You will need to contact TPG for information regarding your refund. They are one who handles your refund if you elect to pay your fees with your refund. You can also check out this TPG Refund Tracker to check on your refund.

TurboTax does not receive any kind of tax refund, federal or state.
What is the amount shown as Issued/Sent on the IRS federal tax refund website - https://www.irs.gov/refunds
If you requested to have the TurboTax account fees deducted from your federal tax refund, the IRS will send the refund to a third party processor to have the fees and the service charge deducted. The third party processor will deduct the TurboTax fees plus the service charge and then attempt to direct deposit the remaining refund balance into the account that you entered on your tax return.
For the status of your tax refund you will need to contact the third party processor, Santa Barbara Tax Product Group, using their website - https://www.sbtpg.com/

Does turbo tax state that it uses a 3rd party to collect their fee from the IRS ? And if so, where does it state that the 3rd party takes 300+ dollars?? How long ago did Turbo tax make a aettlement for being sued over fees and charges?
SBTPG takes 39.99 for itself.
that leaves about 260+ for Intuit fees.
That's not unusual; it depends on which options you did not check "No Thanks" for.

You requested to have the TurboTax account fees paid from the federal tax refund. The service charge for the fees were clearly shown when you requested this option.
You also were requested to read and sign electronically the agreement to have those fees processed by the third party. The agreement was available for you to read if you chose to do so.
Read and accept this Refund Processing Service Agreement
The Refund Processing Service is provided to you through TurboTax by Santa Barbara Tax Products Group, LLC, a division of Green Dot Corporation, a Delaware corporation, (“Processor”) using banking services of Green Dot Bank, Member FDIC (“Bank”). The scroll box below contains the Refund Processing Service Agreement (the “Agreement”). The Agreement contains terms and conditions which authorize Bank to receive your 2021 federal tax refund(s) from the IRS and Processor to deduct applicable fees. Other information in the Agreement includes your consent to the release of your refund(s) and certain other information from your tax return(s) to Bank and Processor so they can make certain deductions (see Section 2 of the Agreement).
By selecting “I Agree,” you (and your spouse, if this is a joint return) are agreeing to and accepting the terms and conditions of this Agreement. In addition, by clicking the “I Agree” button below, you electronically sign and authorize Intuit Inc. (and its third party processor) to debit your TurboTax fees, fees for any additional products and services, and any applicable sales tax directly from your personal bank account listed below if your federal refund(s) is not sufficient to cover this amount or if your refund(s) is delayed and an alternative payment arrangement was not made. Note that the Refund Processing Service fee of $39.00 is payable to Processor whether or not your refund(s) is large enough to cover your TurboTax fees. Any amounts outstanding pursuant to this Agreement may also be deducted from refunds that you may receive up to 24 months after the date of this Agreement and process through the Processor.

I also paid those fees when I filed I never authorized any extra to be taken out of my return I will use someone else next year if I don't receive my 182 you still owe me already joined a class action lawsuit
It's possible the funds you are missing were offset by the IRS or State.
The IRS and State Governments have the ability to offset a refund to pay for certain past-due debts. You generally will receive a letter stating what the offset was for.
The IRS provides a toll-free number, (800) 304-3107, to call for information about tax offsets.
