The IRS website says that my refund was sent to my bank on February 21st but my bank has no record of it. Any suggestions?

If your bank does not show any attempts of a deposit being made then you will need to contact the IRS. Please see How do I contact the Internal Revenue Service (IRS)? for more information, including the IRS phone number and hours of operation. You may want to try calling early in the morning since they get busier throughout the day.
