Why is santa barbra banking taking so long to deposit funds? They recieved it 2/21/18 still not on my turbo tax prepaid card,whats the hold up

Today is 2/21 and it is before 6am in California.  Banks may receive ACH deposits any time from 1 day before the state's date to 2 days after the date, and it can take 0-2 additional business days to process the transfer and re-deposit.
