I work in Missouri and live in Kansas and my wife works in Kansas. We owe Kansas less than $1000 this year and now it is saying I have to make quarterly tax payments to Kansas, but everything else I have read said you don’t need to do this if you expect to owe them less than $1000?

The estimated tax payments are for the 2019 tax year. They are calculated based on your 2018 tax liability. Assuming your income will be the same in 2019, you can either increase your withholding from your paychecks, or pay the estimated payments each quarter. They are the amount you would need to pay during 2019 (all income and deductions being equal) to avoid any underpayment penalties or interest when you file next year.
