I filed my 2020 on October 15th after filing for an extension. I still have not received my refund neither any notice from IRS. My account transcripts for 2020 indicates a code 570 placed on November 11th, 2021. What makes the situation more frustrating is that I filed my 2021 on April which is also due a refund, but it has not yet been reviewed (I assume for a domino effect?).
Here the story becomes more interesting: On November 24th, 2021, CA state send me a notice of balance due for personal tax income for tax year 2020 ($24). I paid online without questioning it, and I got a payment confirmation on my email. Today when I logged to the CA portal in search of clues, I noticed the balance was still there. For some reason (beyond my control, bank is same I always used, and funds were ok) the payment did not go through (and they never notified me of it). I paid today or at least I got another confirmation :).
My question is whether the 570 code (which seems indicating additional liability) could have been caused by this silly balance. CA state indicates here
If you do not pay your entire income tax liability by the time it becomes due and payable, the unpaid amount could be satisfied by interception of funds due to you from the federal government, other states, or other California state agencies

Code 570 means IRS action is required.
Your return is on hold until that action is completed by a person and the hold lifted.
I would say code 570 has nothing to do with CA. Ca would not have filed for an offset until some time after the period to pay the $24 had expired. that code 570 may also be the reason you haven't gotten your 2021 refund. only the IRS can tell you why they placed a code 570 on your 2020 return.
if CA had placed an offset you should have been notified by mail of this. you should contact CA about the $24 because additional penalties and interest are accruing.
