I filed February 2nd and got approved for state refund on the 4th, but I still haven’t received it at March 20th, but everyone I know filed way later and has received theirs

Federal and state refunds come from completely separate entities,  There is no rule as to which one will come first or how much time there will be between their arrivals.

Your state refund was not Approved on Feb 4.  Rather, your filing was Accepted for processing.  Approval is a later step.
