The fee you paid for TurboTax Deluxe is for the tax preparation software. E-filing in TurboTax Online is free for both federal and state returns. So the fee still applies, even if you must mail your return.

That’s robbery then. It never fully explains what it’s for and why you need it. It only says that you cannot continue unless you pay for the upgraded version.
@keoki73 EDITED AFTER ORIGINAL RESPONSE: TurboTax can't file an incomplete or incorrect tax return. The program determines, based on the info you enter, if an upgrade is required. See the TurboTax FAQ linked below which may help you understand why you were required to upgrade.
Why am I being charged for TurboTax Free Edition?
My tax return wasn’t incomplete, and it wasn’t incorrect. I wasn’t having any issues with the software until it forced me to upgrade. Also if you read my complaint I actually spoke with someone who works for turbo tax. They informed me that it was a flaw in the system and that I’m not the only person who has this issue.
If I had knew that I was going to have this many issues with TurboTax I never would have spent the money on there software. I’d much rather have payed someone else to have done my taxes and had them e-filed, then have to “submit them through the mail,” as the employee told me. That leaves me out the money that I payed for the software, and the time I wasted on the phone with them trying to figure it out. And it was well over an hour that I spent on the phone, for them to only tell me I couldn’t receive a refund.
So again I will reiterate, TURBOTAX STOLE MY MONEY and they WASTED MY TIME!!! On top of that what company does that to a customer? Take their money and waste their time just so they can say that there is nothing that they can do about it!? A company that doesn’t value there customers, that’s who!
I will NEVER again use TurboTax and will be sure to sway anybody I speak too away from this horrible tax service.
@keoki73 I'm not a TurboTax employee; I'm a user like you. I will report your issue to TurboTax Moderators for investigation. MOST users are able to successfully e-file their returns. However, there are some instances where a return must be mailed no matter what.
I "assume" that the Support agent you spoke with advised you correctly. Here's a TurboTax FAQ that explains why some returns simply cannot be e-filed.

Same exact thing happened to me, every time I call they say there’s nothing they can do about it. I don’t understand how TurboTax is still up and running if they can’t even treat their most loyal customers with decency. They wanted me to mail a refund that their system couldn’t even get right, it adjusted my Annual Gross income to $0, the lady on the phone said it was my fault for not contacting them earlier to get the issue fixed.
