See Below for important detail on your NY State Return..  Hope this helps!....

NY state "requires" you to file electronically if: 

  • you use software to prepare your own personal income tax return;
  • your software supports the electronic filing of your return; and
  • you have broadband Internet access.

But if you can't file your federal return electronically, then you can't file NY State electronically either, so the software doesn't support the electronic filing of your return.  See the link to NYState: https://www.tax.ny.gov/pit/efile/efile_mandate_for_individuals.htm 

There is no NY penalty for mailing your return.

Not any longer. In April of 2012, the New York Department of Taxation removed the $25 penalty.

However, if you use tax software that supports e-filing and you have a broadband connection, the New York Department of Taxation still "requires" that you e-file. More info

We don't know what happens to taxpayers who ignore the mandate and file a paper return now that penalties are no longer assessed.

However, if you find yourself in a situation where you're unable to e-file your NY/NYC return (for example, if you didn't e-file your federal return), we suggest you Web file your NY/NYC return through the New York Department of Taxation's Online Services for Individuals website.

Your state return will show a status of incomplete if you e-filed your federal return by itself and it has not yet been accepted. If your federal return has been accepted you can e-file your state return.  E-filing a state return by itself is only allowed once a federal return is accepted. If you mailed your Federal return you must also mail your state return.

To complete your state taxes in TurboTax Online: 

  1. Sign into your TurboTax Online account.
  2. Go to My Account then select My Tax Timeline..
  3. Scroll down to the SOME THINGS YOU CAN DO section, click Add a state (you are not actually adding a state, this will just take you back into your tax return..
  4. Click on the State Taxes tab.
  5. Click Continue to start or complete your state taxes.
  6. Click Done with State.
  7. Continue through the flow to review and file your state taxes.
  8. You may want to review the State Taxes section to confirm the return is complete.
