Says free e-filing but because I have no refund they claim they won't do it.

Not sure where you are seeing this...BUT..

1)  If you have no income, then they won't file because you have no $$ entered.

2) If you have income, but you can't use free filing because some of yoru entries require a higher version of TTX, then that's true....certain forms can only be prepared in the higher (pay for the software) versions.
