Rejection related to Form 8863

I got this efile rejection notice:

"F8863-528-03 - Each Student SSN that has a value on Form 8863, Line 21 must not be the same as that in another Form 8863 for the same tax year."

I read on another post that this means this credit has already been claimed.  But that cant be the case. This is the first time we are filing for this credit...  any help or ideas how to correct this ?

I deleted the 1098T and re-entered and re-submitted and again was rejected by the IRS with the same message

If you are not claiming Education Expenses on your return, delete the Student from your return also.

Type 'education' in the Search area, then click on 'Jump to education'.

I am filing for the credit....

I read in another post that it means someone else has claimed the credit.  I dont know how thats possible unless my son's identity was stolen.  He has never even filed a tax return.  Any thoughts on how to find out more ?

This can also happen if your son filed his own tax return and did not indicate that he can be claimed as a dependent on someone else's tax return- this would disqualify you from claiming the credit if he is not your dependent.  @dcolucci13
