It sounds like the primary taxpayer's 2020 AGI was OK, but the spouse AGI was not.
Did you file a joint return for 2020 last year?
If you filed a joint return last year for 2020, then normally both of you would use the same total 2020 AGI when efiling. I don't know if that's what you did or not, but for some reason the IRS thinks the primary taxpayer's 2020 AGI matched, but that the spouse's AGI (secondary filer) did not. Normally, you do not split or allocate the 2020 AGI. Of course, if you filed separate 2020 returns last year, then each of you would have your own 2020 AGI.
Here are 2 things to try:
1) If you filed a 2020 joint return last year, and if you did NOT use the same total 2020 AGI for both of you when efiling this year, that's what I'd try first.
2) If you already tried that, or if you try it now and get the same efile rejection about the spouse (secondary taxpayer) AGI, then I'd try using the total 2020 AGI for the primary taxpayer and 0 (zero) for the 2020 AGI of the secondary taxpayer. Several married filers who were getting an unexpected spouse AGI rejection have said they were successful that way.
Please report back with your results or if neither of those worked.

Did you previously efile the Federal return, and if so, was it accepted? If the Federal return was rejected, the state return will also be rejected.
Otherwise, more info will be needed to see if someone is familiar with your situation. There are over 40 state tax agencies. You need to name the state, and what is the rejection error code or message?
