No. If you owe the IRS and your state you are not getting a refund. You need to pay tax due by the deadline on April 18.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

I have an schedule payment already set up to pay the amount…once that amount is paid I still won’t receive an refund? I never owed so this is new to me
@aisayt Look at your Form 1040. If you are getting a refund it will be on line 35a. If you owe tax due to the IRS it is on line 37. There cannot be amounts on both of those lines. Either you are getting a refund or you owe. It cannot be both.
We do not know what state you are in so we cannot tell you what lines to look at on your state return, but the same thing applies.....you cannot get a refund if you owe.
