I submitted my tax return on February 22nd and TurboTax sent me an email saying it was accepted by the IRS. However, 3 weeks later the IRS Refund Status website tells me they have no record of my return. How can I verify that TurboTax actually submitted the return to the IRS?

You'll need to track your refund on the IRS site.
I have been trying to track it on the IRS Website Where's My Refund and the website tells me they have no record of my return. I have waited over 21 days and the IRS website you recommended still says it has no record of my return. That is my problem.
The IRS started processing electronically filed income tax returns on a first in, first out basis in February 12, 2021 The refunds are processed within 21 business days after IRS acceptance of the electronically filed return.
If you haven't received your refund, you can check the IRS website under Refunds tab to check the status of your return or call the IRS @ 1-800-829-1040.
I have checked the website continually after the 21 day period. They still have no information on my return. I was told if the IRS recevied the return it would show that it was "Processing" and that the processing period is taking longer than 21 days.
Since my return is not yet shown as "Processing", I am asking TurboTax once again to verify that my return was properly sent to the IRS. My state return processed immediately and I received my refund within 5 days after my return was submitted by TurboTax. Both returns were submitted on the same day. TurboTax is not responsible for the fact that IRS takes longer to process returns. But TurboTax is responsbile for making sure my return was actually properly received by the IRS.
Once again, I am asking TurboTax to verify that my return was properly submitted because the IRS is telling me they do NOT have it.

According to TurboTax, my tax return was accepted by the IRS on February 22, 2021. I have been following up on the IRS Website Where's My Refund since the beginning of March. There was no indication that the return was accepted by the IRS. The IRS website and TurboTax continued to tell me returns are processed and refunds are paid within 21 days. It has been very frustrating talking to IRS representatives and TurboTax just trying to verify that my tax return had actually been filed with the IRS.
This morning when I checked the IRS Website Where's My Refund again, it finally showed that my return has been accepted by the IRS, not processed and no refund approved but at least I know the IRS has the information. I don't know if TurboTax resubmitted my information or if the IRS is just that far behind in processing returns.
However, I think it would help others who are still waiting for the IRS to "accept" their return if TurboTax replies let the community know it can take up to 5 weeks, 35 days (maybe longer in some cases) for the IRS to show receipt of your return AFTER TurboTax sends you an email that it has been accepted by the IRS. I would have been less frustrated if I had that information rather than continually being told I should have my refund within 21 days. I have never had an issue with TurboTax in the past and I have be a user since it first was available. I just wish I had the additional information instead of losing sleep over whether or not the IRS actually had my tax return.
My return was accepted March 7; but I do not have my refund.
Could be a number of reasons. If you have earned income credit and/or additional child tax credit, it is probably delayed. Returns with either of these credits are covered under the PATH act, which gives the IRS authority to delay the refund to verify dependent information on your return. For 2020, the IRS was not issuing refunds for these returns until after March 1. Next if you have any type of refund offset, your refund will be delayed. Back taxes, student loans, outstanding state obligations (Tickets), someone claimed one of your dependents all can delay your refund. Additionally, for 2020, if you received unemployment benefits, the IRS was not processing those returns due to the changes from the American Rescue Plan Act which excluded the first $10,200 of unemployment benefits. Once they had the programming changed, they will start processing returns with unemployment benefits.
Thanks for offering all those possibilities. Unfortunately, none of those apply to me. I have a very simple return and that has added to my frustration that it took 5 weeks from the time Turbotax sent me a notice that my return had been received by the IRS until the IRS website showed my return had been received. Per the IRS wedsite, it has not yet been processed so no refund has been sent. The IRS website, just finally acknowlegded my return had been received by them-- I assume I still have several weeks for them to process it and then send my refund.
Once the IRS accepts your return, they do not share further information with TurboTax. The fact that it took a while to show means, that your tax return was in a queue and they are just now getting to it.

The IRS is seriously backlogged due to all the extra stimulus filings, as well as a few million unprocessed 2019 returns left over from the COVID shutdown. In addition, the Where's My Refund site has been erratic and unreliable. But if TT told you the IRS Accepted your filing for processing, then the government has it. (Approved is a later step, but TT receives no further updates once Accepted.) Contacting the IRS will not help, and the IRS has implored taxpayers not to call them. Lots of other folks are still waiting, so please continue to be patient. Also see:

It says estimated refund was today?? How do I get it ? I am pretty sure I put my card info in there right??
Just be patient -- remember that the date is just an estimate. Just keep checking the tool on the IRS website for details: Where’s my Refund?
