Refund or ?

I got a letter in the mail in like November/December stating that I was getting an additional $1615 refund (from the recalculating of unemployment wages i thought). It has yet to show up and in my accoun and t it doesnt say that a payment is pending or processing. Am i reading it wrong maybe and it instead says I underpaid??? My account balance shows -$1615.  I have attached a photo. Thanks in advance

The negative amount is a credit. If you have questions about your account, call the IRS. TurboTax does not have access to your IRS account. Call 1-800-829-1040. Be aware. The phone lines are backed up. The IRS opens at 7 a.m. local time in every time zone. The earlier you call, the better your chance of speaking with someone.
