I received my refund about a week ago, and it was about 1/4 of what turbo tax had said I was supposed to get, I tired calling customer service for turbo and irs but it just seem to be a loop of machine call. Is there a way to talk to someone or get my full refund

TurboTax does not get any information from the IRS after you file your tax return, so no one at TT knows why your refund was less.
You have not mentioned any specific amounts. Sometimes we can make an educated guess as to the reason for your reduced refund if you mention specific amounts--for example if your refund was short by $1400---it is likely to be a mix up regarding the 3rd EIP payment. If it is short by $1800 or $1500 or a multiple of that amount --- maybe a mixup regarding the advance child tax credit payments. Or---the fees you were supposed to pay for using TurboTax + the "refund processing fee" charged by the third party bank….
Did you choose to have TT fees deducted from your Federal refund? (Remember that if you did that, you also agreed to an extra refund processing fee of $39.99 or $44.99 in CA)

You have electronically filed your 2021 Federal tax return and the IRS has accepted the tax return.
If the IRS has reduced your refund, they will be sending you a communication explaining why they reduced the amount of your refund. It is very difficult to contact someone at the IRS.
Once you know the nature of the problem, you may be able to correct the problem by amending your 2021 Federal tax return. .
Many problems are the result of advance payments for the Child Tax Credit and the third stimulus check reported as a Recovery Rebate Credit. These items are reported on line 28 and line 30 on the 2021 Federal 1040 tax return.
If you did not receive $1,400 for the third stimulus payment, the IRS may think that you were already issued the third stimulus payment. There may be similar problems with advance payments for the Child Tax Credit if you qualified for them from July through December of 2021.
At your IRS online account, you can find whether a payment was issued to you that you did not receive. You can also find this information on your tax transcript.
