Refund money check bounced at bank

Are you located in the US?  Did you receive a US Treasury check for the federal tax refund?  Or was this a state refund check?
No legitimate federal or state refund check would bounce.

Check from whom? Or do you mean your bank sent back an attempted direct deposit?

If you are talking about the TT fees that were debited from your account due to the federal refund being either insufficient or late then sorry, those cannot/will not be reversed.  You were sent 4 emails telling you of the pending debit and you didn't respond to make alternative arrangements timely.
