I'm hoping someone can answer this question. I completed my 2022 federal taxes and I owed and already paid thousands of dollars on line 37. It was accepted and taken from my bank account. I had a certain amount listed on line 38 as a tax penalty. Today in the mail I got a tax refund check in the amount of what was listed on LINE 38. Can someone explain this? Would I cash the check or return it as an erroneous check? Thank you for your time.

You can cash the check. The IRS may have determined you qualified for the waiver of the underpayment penalty, but you did not go through that process in TurboTax to determine it before you paid. You can check the version of your return the IRS has processed by requesting a transcript of your return here.
