Refund advance issues

You can't "pre-approve" someone for an amount then give them nothing especially if it's more then the lowest yall offer. To base an amount would mean that it's approved for that or a lesser amount not denied because you didn't qualify for an amount you didn't ask for. How does that make any sense?
