Yes, this happens to me also, but eventually it does open, be patient.

It's happening to me today, after CD installation without prompting for license code. Any time launching TurboTax a bank popped up box with title "TurboTax Deluxe 2020 - Activation" came up. It remains for almost an hour without any place to enter the license code to activate the software.
