Yea last week it said it would be available on 2/10 and now its pushed back to 3/3. No idea why this is a thing. Never had this problem before
Customer service told me that the e-file form is not ready from the IRS. I am unable to locate any information to verify or dispute this. It is super frustrating.

8396 is available for efile on HRBlock. Why is TurboTax so far behind on this?
*Edit* they messed up the link when I posted, but you can find it on their site if you want.
When I go to a different Tax preparer website (H&R Block), it shows the most current form is available. Maybe better off just filing with them since the Turbo Tax people seem to be no help with the issue whatsoever.
Super frustrating that this date keeps changing! The irs says it’s available to efile!!
Mine was pushed out to 03/03/22 too, after originally saying 02/10/22. I was on the phone with TurboTax and they said IRS hasn't made 8396 available yet. I went on IRS.gov and the form they have there is the 2021 version. Is HR Block using that one, or do they have the 2022? Will the IRS accept the 2021 version?
Me too! I already paid—can we request a refund since we cannot file?? This is BS.
It’s actually supposed to be the 2021 form since it’s for 2021 taxes, so the IRS does have the form and other tax preparer companies already have it available to file too so it seems like the issue lies with Turbo Tax. I’m hoping they can get it fixed before March 3.
So I just spoke with a support person at turbotax. Apparently they are aware that the form is available from the IRS, and that it "should" be available with them. I was told this was a software developer issue, and that the developers are having an issue getting this form to work with TurboTax. The currently projected date of 3/3/22 is a placeholder, and the form will be made available as soon as they get it fixed.
First year for me using this form, so I assume its my fault. Sorry everyone 🙂
Shows 2/17 now, hopefully it stays.
H&R Block and FreeTaxUSA.com have form 8396 with no issues and you can file now.
I received the same message that From 8396 would not be available until February 10, 2022, and today I signed and it now says February 17, 2022.
I love Turbo Tax and have used it for 20+ years. But, today I went on and did my taxes on FreeTAXUSA and filed it already with form 8396. It is free to file Federal Returns at FreeTaxUSA.com so I saved $29.99 as well! I would have never tried another Tax Service but not having the form 8396 I decided to try it and did. It worked great!
Other software has it. I checked with another prominent software company and they have no problem like this. I can finish filing with them tonight (and I could have back on January 25th when I had everything ready.)
Just FYI, other software providers are not having this issue.
I'm filing now with another company and I'm going ask Intuit for a refund. I don't expect to get it. I suggest chalking this up to life experience and move on; at least that's my plan. I usually buy Turbotax just as soon as it's first released. I *might* consider using Turbotax again next year, but if I do, I would not buy it before the beginning of tax filing season (which I think was Jan. 25th this year.) On January 25th, 2023 I would call Intuit and ask them if they're having a Form 8396 problem again before I give them money.
Absolutely a smart idea to verify form availability before paying anything in the future. At this point its 3 days until the currently projected date the form will be available, so ill wait it out as i also have already paid, but im really not happy about it. I liked turbo tax for the ease, and the pricing isnt terrible, but something like this should be a simple fix for a business who's whole purpose is being able to process tax forms. Really not cool Turbotax.
