I did my 2019 taxes with turbo tax but wasn't able to efile because no federal taxes.. so turbo tax said don't worry we'll mail your state for you.. I need to know if that was done? Property tax credit and home heating credit.

No.  Turbo Tax doesn't mail anything.  You have to print and mail it yourself.

Why would they tell me not to worry that they would mail it for me? Had I known that was a lie I would have mailed them out a week ago! Very disappointed with turbo tax!!!
