Refund Advance

I filed my 2019 taxes on Jan4th 2019. The IRS accepted my refund 1/14/2019. Im wondering if i can still qualify to receive a refund advance. I have already received the prepaid debit card in the mail and i have activated it. What is my next step to see if i can get an advance? i have called the customer service line but can't get through. HELP!

Refund Advance is not available to all customers at this time since TurboTax is still testing this feature. Unfortunately, there is no way to self-select into the offer. For additional information, please read: About the Turbo Prepaid Visa® Card and Refund Advance

So even if we qualify, because this feature isn't actually available, there no way to get it.... Is there any time frame as to when it will be available?
