My daughter received her refund but it was exactly less the $1,400 stimulus that she did not receive last year. She is eligible as I did not receive it on her behalf and her taxes were accepted. She only got deposited $407 (should have been $1807) with no explanation, letter etc.

To clarify,
your daughter is NOT filing as a dependent this year?
And your daughter is NOT a dependent this year?
You may check her IRS "Your online account" first, to see if the IRS has on their records that the payment WAS sent to her.
If it shows the payment was issued, your daughter needs to check her accounts to see if it was direct deposited and she just did not notice.
If the IRS shows it was issued, but your daughter has no record of receiving the third economic stimulus payment, she will need to request a trace on the payment.
If the IRS reports no payment, and the payment is missing from her refund, she will get a letter from the IRS with an explanation of the adjustment and how she can accept the adjustment, or appeal.
She is 20, not claimed as a dependent for the past two years and did not receive any stimulus payments.
She should double-check that she answered the question as to whether or not she received it on her return. Otherwise, as KrisD15 says, the only people with answers are at the IRS.
