If I owe the IRS MONEY DOES THAT COME FROM MY STATE TAXES AS WELL OR JUST THE FEDERAL?

Taxes owed can Never be paid from a tax refund, federal or state.

Owing the IRS

If you owe the IRS money they will take your Federal refund even if you are on a payment plan. The IRS can also take your State refund.
