TurboTax never knows about offsets to your refund. Offsets occur when you owe back taxes or child support. The IRS does not share that information with TT. But if you still owe tax from a past tax year or you re delinquent in paying child support, the IRS (or your state) can seize your refund to pay the money you owe.
They can take some or all of your refund; they will send you a letter a few weeks later to explain.
