I received an offset letter from the IRS with an amount BEFORE receiving my refund for my seperated spouse, the money that was deducted was much higher why??

I never received a dime for the child tax credit last year he got it all and this year i claimed my daughter so not only is the amount not the 1100 the IRS stated but they took my state refund as well it’s about 3000 floating in the wind somewhere
