A CP59 notice indicates you did not file a tax return. What year is the notice referring to?
IRS notice CP59 - https://www.irs.gov/individuals/understanding-your-cp59-notice
TurboTax does not pay any type of taxes owed, federal or state. The TurboTax payment you see on your account is the TurboTax fee for the use of software to assist in completing a tax return.
