The Cares act prevents them from collecting student loan debt until Sept 2021. So, if that is the case why can't I be approved my family was counting on it.

Sorry---no one in the user forum has any control over whether you get the refund loan. You will just have to wait for your income tax refund if you are not getting the loan. The IRS is not seizing refunds for student loans this year.
