I didn't add my TC-20S form from 2018 on that years tax return. i received it after I filed and I kept putting off amending my return. Can I add that to this years?

No. If it is a 2018 form you will need to amend your 2018 tax return and include it with that return.

You can amend your prior-year return by following the instructions here.
