In most cases, you have three years from the original return's filing deadline to submit an amended tax return. ( April 18, 2020) If this is extra income or something like that you should amend as soon as possible to avoid being penalized.

Question if filing married joint return and spouse only 3100 should that be reported? If so do I have to amend tax return now
Yes.
If you already filed your tax return, that means you had a filing requirement.
As such, you would need to amend your return to include your spouse's income as it will have an effect on your total tax liability.
Please see the link below for instructions on how to amend your return.
If $3,100 was reported to the IRS on W-2 or other income document, IRS will add it in.
You don't have to amend.
You may face late penalty if mistake is found after the due date, July 15.
