I filed an amended paper return for 2019 in January. I've been checking periodically on its status using the Where's my amended return tool? Up until today it showed it was "in process" on a bar chart. Today it gave me a message to call an 800 number with an extension number. I've repeated called and been on long holds.
My question is if I hadn't checked the status and tried to call, will the IRS eventually notify me by mail what it is they need for the amended return to be completed?

An amended return for 2019 will show up if you filed one for a refund..
IRS sends you a letter if they want something from you.
For some reason that "please call us" message came up for my niece.
She ignored it. eventually the refund was approved.

Update: I did get through to the IRS by the designated phone number and extension. The agent told me the amended return finished processing and approved on June 24th. It will take another month for a paper check to be mailed to me. Oddly, when I use the "Where's my amended return tool?" today, on June 30th, it still says to contact the IRS.
