how do i fix this issue "Form 8962: Your calculations could not be completed. Reference code: 6-399-259"

Had this problem and it drove me nuts! It turns out I had an incompleted 1095-A form. A blank that I accidentally started but didnt do anything on it and didnt delete it. Finally once I realized it was there I deleted it and I was good to go. Hope this helps.
