Can I be able to access my 2023 returns when I open the new 2024 return? Previous years I was able to do this so I didn't need to completely start a new return.

Yes, you can access your prior year's returns from inside your TurboTax account once you have logged in. Any information from your 2023 return that might be relevant for your 2024 return will be automatically transferred over as soon as you start.
