Processing date after refund date

I have a refund date of 2/5/20 (tomorrow) but a processing date of 2/17/20 on my transcript. Why would they process after the refund?

I received $80 refund on a 1099-G Box 2 says State or local income tax, refunds, credits or offsets. There is no option for this type on the tax return.
