I am trying to file rejected 2016 efiled taxes via turbo tax. I purchased the Download 2016 turbo tax app but am still unable to access 2016 taxes online in order to print out or amend. Help!!

If you started your 2017 return in TurboTax Online, but weren't able to file it, you can finish and paper-file it in the TurboTax download software for PC or Mac. Start by purchasing and downloading the software and install it on your computer.
