PATH ACT? Tax holds? Who gets their return back first and WHY?!

Okay, really gotta know...

Do married couples WITH kids fall under the PATH Act? I know many married couples with children who already have their refund by 2/10.

Every single year mine is held for WEEKS under some "PATH Act". We have never found out why!?

That is totally controlled by the IRS and they will not explain the why's or where's of receiving a tax refund affected by the Path Act.
