I have discovered (through my IRS account) that not only did the IRS not receive my TurboTax filing for 2019 but the amount owed was never taken out of my checking account. What should I do?

If return shows "amount you owe" but it did not get to the IRS,

you have to file the return on paper and pay.

IRS will then bill you for late filing penalty and interest and late payment penalty and interest.

WOW ... you are just noticing this 3 years later ? I highly recommend you paper file the return ASAP and pay as much of the balance due that you can and expect the IRS to bill you for a failure to file penalty , for a failure to pay penalty + interest and you need to pay that bill when it comes in the mail.
