Oregon State refund is in STEP1

<P>Last year we moved to California in July. Filed both the Oregon and California state taxes as well as the Federal through TurboTax. Been using the product since 2003 and no issues thus far. Surprising this year Oregon Refund Status as Step1 verification. Is it because we moved after 23 years or address change? Why is it in STEP1 verification?</P>
