Been going on for 2 months trying to figure out who claimed me on their taxes. Need help!

I am trying to file my taxes and found out in Feb. 2017 that someone claimed me on their taxes without me knowing and now I can't get my taxes file because of this illegal action. I need help

Can someone clarofy for me why I did not receive the Turbo tax estimated return amount from IRS and after processing they issued me with 0 changes?
