Need to Amend my Return, Turbotax has Wrong Information

Today is February 26th, 2020. When Turbotax finally activated the Amend Return option, it goes to a screen that says this:

It looks like your federal return can't be amended right now

This is a nationwide delay for all returns like yours, no matter who's preparing them.

You're going to have to wait until the tax form for amending a return (Form 1040X) is ready for processing.

Form 1040X will be ready on 02/21/2020.

What is the problem? I checked the IRS website, they have the new Form 1040X available. And the information Turbotax has posted is either out of date or a glitch, It's the 26th as of this posting, so it should be ready to go according to the info on the site, but it still isn't. Can someone please update the info or fix the glitch?
