That does not make much sense. Before you jump to conclusions that someone filed a tax return using your name, etc. --- have you checked your online account with the IRS to see what it says there? Check for a transcript for a 2022 return and check your online account with the IRS. Then post back for further ideas.

When I tried to file my taxes said it said I already filed. So fast-forward I haven't had to owe anything to the IRS until 2022 a little over $10000 owed. I'm used to getting a refund not owing. How do I fix this?
So---you tried to e-file 2022 and it was rejected for duplicate use of a SSN? You can still file your 2022 return by mail. Print it, sign and date it in ink, and mail in your 2022 tax return. Not sure what --- if anything --- this has to do with your stolen phone. Where are you seeing that you owe more than $10,000? Is that on your own 2022 Form 1040 on line 37? Provide some details. And you still have not said whether you checked your online account with the IRS or if the IRS has a transcript of a return filed for you for 2022.

The transcript said I owed over $10000. I'm a single mom self employed head of house hold always got a refund except for this year.

What does it show on your own Form 1040? What is on line 37 of your 2022 tax return form? Or on line 35a? The one you say that you could not file?
file by mail using a tracking service if the original was not in fact yours. Be aware that if you are a victim of identity theft, a report on the iRS handling of these says that on average 650 days. Meanwhile refund of the second filer is held up.
