If you had a State tax refund, and now it is zero I suggest that you contact your State Department Of Revenue List of state DOR's

It may be that your return was garnished.

State governments can exercise the right to garnish tax refunds in cases where

Individuals owe outstanding state taxes,
Unpaid child support, or
Other government-related debts.
