I received my tax check and it was shorted by $4,200. I called the IRS they said that Turbo Tax and TPG bank is the one that shorted it and I would need to contact them. After spending three hours on hold and on the phone with the IRS; I then called Turbo Tax. I spent another 2 1/2 hours on the phone, was transferred about 12 times; explaining my story every time. No one said they could help. They said they were unaware of this problem and haven't heard it before. Reading all the threads; this is ridiculous because I now see it happened to A LOT of people. Who can help me with this? $4,200 is a lot of money to be shorted for a clerical error on your end.

$4200 sounds like the third stimulus payment of $1400 each for three persons. The IRS will be sending you a letter about this. They do not notify TT nor TPG when they make adjustments.
Perhaps you misunderstood the IRS. Did they say the $4200 had been included in the refund that they actually issued?
This is not a misunderstanding. I asked this to the IRS. I also opted out of the child tax monthly checks. The IRS said that SSN might have been entered wrong, but they double checked and they weren't wrong. I've used Turbo Tax for years and nothing has changed on my dependents. The IRS said that I am owed this money.
Go back to the IRS tax refund website -
Does the IRS website indicate that you were sent less than what was reported on your federal tax return Form 1040 Line 34? - https://www.irs.gov/refunds
Yes

If your refund is short $4,200 then that is because you said you did not receive the 3rd stimulus payment and the IRS has records that show you were sent the 3rd stimulus payment so they removed the $4,200 Recovery Rebate Credit that was entered on Form 1040 Line 30.
Go to this IRS website for your tax account to see if the 3rd stimulus payment is entered - https://www.irs.gov/payments/your-online-account
If you are Married Filing Jointly also check your spouse's tax account.
If you checked your bank account in the March - May 2021 timeframe and there is not a $4,200 EIP3 payment from the IRS then go to this IRS website for how to start a trace on the payment - https://www.irs.gov/newsroom/questions-and-answers-about-the-third-economic-impact-payment-topic-j-p...
